Depending on the complexity of your program and your existing measurement system, at its most comprehensive it would look like: Immersion → Co-design → Pilot & Parallel Run → Review, Assess, Refine → Global Setup → Launch & Onboard → Deliver. TRA absorbs the setup costs, so the switch doesn't open with a bill.
The reason the process is staged this way is that the hard part of a transition usually isn't technical.
